It has been reported that Walmart has Avery label pads on sale around $.50-$.75 each. There is a printable coupon (can be printed more than once!) from Avery for $1 off 1 pkg. of label pads. This means they are free with possible overage - depends on your local Walmart. Some Walmarts give overage and some don't.
