I think Gossip Girl is a new character who is yet to be introduced. I have a hard time believing it is a main character, because they have all been negatively impacted by Gossip Girl in one way or another. I also noticed in one episode when Dan and Serena were kissing a girl walked by and said "Hey Serena get a room" and she sounded just like Gossip Girl but they didn't show her face as she walked up the stairs.
